The Patriots have put together a roster full of guys that no one else wanted. It?s a motley crew and that seems to suit this organization best.

Sure, Tom Brady is protected by an offensive line with a good pedigree. The defense is led by first round picks Jerod Mayo and Vince Wilfork.

But overall this is one of the most random rosters in the league.?18 undrafted free agents dot the 53-man roster, including?eight starters.

More than one-third of the Patriots roster was undrafted.?The Patriots also have eleven more players that were taken in the fifth round or later in the draft. ?Less than half of the team was drafted in the first four rounds. 12 Patriots were signed ?off the street? or during training camp.

Essentially, the Patriots have a roster of misfits. We think that?s been a big part of their success this year. It?s a roster that Belichick embraces, and one that falls in line with the ?Patriot Way.?

?I tell the team that I don?t care how you got here, it?s what you do when you get here. It doesn?t matter if you were drafted in the second round, the fifth round, or not drafted at all,? Belichick said in response to a question from PFT in Indianapolis.

A lot of teams say that to their players, but most squads are more sentimental about hanging on to past mistakes. The Patriots are far from perfect in personnel, but they do a better job than most of self scouting.

?Players ask me before the season, if we sign them as a free agent or if we draft them, ?What do you want my role to be?? Whatever you make it, I don?t know,? Belichick said. ?If you play good, you will have a big role, if you don?t play very well, then someone else will have a bigger role than you will.?

Belichick says he looks for undrafted players that are dependable and work hard. That sounds obvious, but it?s clear the Patriots genuinely value these skills more than raw talent. Their running back position ? led by two undrafted players BenJarvus Green-Ellis and Danny Woodhead ? is a great example of the Patriots finding diamonds in the rough and knowing how to use them.

?There?s a goal that they have in mind with the guys that they bring in, and they try to bring in guys that they think will buy into that,? special teams ace and fifth-round pick Matthew Slater said. ?You kind of have that sense of urgency from the day you come into the league knowing that things are not going to be easy for you.?

?With [Belichick], you know the best players are going to play. No matter where you are taken or what the deal is or anything else, ?the best players are going to be out there. If you prove yourself, there?s no politics about it,? Wes Welker said.

That?s why Belichick is comfortable enough to bench a $6 million receiver (Chad Ochocinco), release a free agent bust (Albert Haynesworth), or even trade a future Hall of Famer (Randy Moss) in the middle of the season.

?You?ve got to kind of come in and be willing to do dirty work; whatever it takes to stick around,? Slater said. ?I think a lot of guys on this team have that mentality, and that?s why we?ve had the success that we?ve had.?

This may not be the most talented Patriots team of the last decade, but it?s obvious Belichick loves to coach this group.

It?s his kind of team.

25 EU nations to sign treaty to stop overspending

(AP) ? All countries in the European Union, except Britain and the Czech Republic, agreed Monday to sign up to a new treaty designed to stop overspending in the eurozone and put an end to the bloc's crippling debt crisis, while also pledging to stimulate growth across the region.

The new treaty, known as the fiscal compact, was agreed at a summit of European leaders in Brussels on Monday. It includes strict debt brakes and makes it more difficult for deficit sinners to escape sanctions. The 17-country eurozone hopes that the tighter rules will convince investors that all countries will get their debts under control and restore confidence in their joint currency.

"We have a majority of 25 that will now sign up to the fiscal compact," Swedish Prime Minister Fredrik Reinfeldt said after the summit.

Although the new rules only apply to the 17 euro states, the currency union was hoping to get broad support from the other EU states, in the hope that the accord could eventually be integrated into the main EU treaty.

Britain had already said in December that it wouldn't sign the new treaty. Reinfeldt said that the Czech Republic didn't sign up because of parliamentary procedural problems.

The summit also promised Monday to stimulate growth and create jobs across the region, in a tacit acknowledgment that their exclusive focus on austerity has had painful side effects.

"Yes we need discipline, but we also need growth," said Jose Manuel Barroso, the president of the European Commission.

The leaders pledged to offer more training for young people to ease their transition to the work force, deploy unused development funds to create jobs, reduce barriers to doing business across the EU's 27 countries, and ensure that small businesses have access to credit. However there was no offer of any new financial stimulus.

"We must do more to get Europe out of the crisis," the leaders said in a statement.

Barroso said that there are still euro82 billion ($107.5 billion) in development funds that have yet to be allocated and which small and medium businesses could use as guarantees to get funding from banks.

He also said that the Commission will dispatch action teams to the eight countries where youth unemployment is the highest and help fund apprenticeships and young startups.

Europe's debt crisis has put the continent and its leaders in an almost impossible situation. While they have to slash their deficits to reassure the financial markets and investors reluctant to lend to them, the debt crisis has also sent unemployment soaring. Many analysts, politicians and trade unions think that only government spending can restart growth.

Overall, 23 million people are jobless across the EU, 10 percent of the active population. In Spain, unemployment has soared to nearly 23 percent and closed in on 50 percent for those under age 25, leaving more than 5 million people out of work as the country slides toward recession.

Even the most influential countries in Europe ? which are generally better off ? are suffering. The French government was forced Monday to revise down its growth forecast for its economy for the year from 1 percent to just 0.5 percent.

In fact, many now fear that Europe is on the verge of another recession, and leaders gathering in Brussels said that while austerity is important, more needs to be done for growth. Economists often note that cutting spending is just one way to slash deficits; another equally important method is to boost growth, which increases the amount of money pouring into government coffers.

While the leaders meeting in Brussels focused on walking the fine line between reining in spending and stimulating growth, the elephant in the room was Greece.

Greece and its bondholders have come closer to a deal to significantly reduce the country's debt and pave the way for it to receive a much-needed euro130 billion ($170 billion) bailout.

French President Nicolas Sarkozy said Monday he hoped a final agreement on Greece will be achieved "in the coming days," either at a special meeting of eurozone finance ministers or leaders.

Negotiators for Greece's private creditors said Saturday that a debt-reduction deal could become final within the next week. If the agreement works as planned, it could help Greece avoid a catastrophic default, which would be a blow to Europe's already weak financial system.

But European officials are afraid that even that deal may not be enough to fix Greece's finances, with some blaming Athens for dithering on its promise to cut spending and introduce austerity measures.

Ex-Marine pleads not guilty 5 Calif. murders (AP)

SANTA ANA, Calif. ? A former Marine convicted of killing three women in Illinois pleaded not guilty Friday to murdering five more women in California.

Andrew Urdiales entered the plea in Superior Court in Santa Ana, said Farrah Emami, a spokeswoman for the Orange County district attorney's office.

Authorities allege Urdiales killed five women in Orange, Riverside and San Diego counties between 1986 and 1995. Many of his victims were prostitutes who were repeatedly stabbed or shot.

Urdiales was convicted in 2002 of two murders in Illinois and a third in 2004 and sentenced to death. Two of those sentences were commuted to life without the possibility of parole in 2002 by then-Gov. George Ryan. When Illinois banned the death penalty, Urdiales' third sentence also was commuted to life without the possibility of parole.

Last year, Urdiales was extradited to Orange County, where prosecutors are seeking the death penalty.

Messages were left Friday for defense attorneys Lewis Clapp and Constance Istratescu.

Orange County prosecutors say Urdiales began a killing spree soon after moving to Southern California in 1984 as a 19-year-old Marine. He murdered four women while in the military and a fifth while vacationing in Palm Springs in 1995, four years after his discharge, prosecutors allege.

The cases went unsolved for more than a decade until Urdiales was arrested after his return to his native Illinois and confessed there to the California killings, prosecutors said.

Urdiales is being held without bail. His next court hearing is Feb. 10.

Gates defends focus on high-tech agriculture (AP)

KIRKLAND, Wash. ? Bill Gates has a terse response to criticism that the high-tech solutions he advocates for world hunger are too expensive or bad for the environment: Countries can embrace modern seed technology and genetic modification or their citizens will starve.

When he was in high school in the 1960s, people worried there wouldn't be enough food to feed the world, Gates recalled in his fourth annual letter, which was published online Tuesday. But the "green revolution," which transformed agriculture with high-yield crop varieties and other innovations, warded off famine.

Gates is among those who believe another, similar revolution is needed now. The Bill & Melinda Gates Foundation has spent about $2 billion in the past five years to fight poverty and hunger in Africa and Asia, and much of that money has gone toward improving agricultural productivity.

Gates doesn't apologize for his endorsement of modern agriculture or sidestep criticism of genetic modification. He told The Associated Press that he finds it ironic that most people who oppose genetic engineering in plant breeding live in rich nations that he believes are responsible for global climate change that will lead to more starvation and malnutrition for the poor.

Resistance to new technology is "again hurting the people who had nothing to do with climate change happening," Gates said.

Groups resistant to genetic modification and other hallmarks of modern agriculture, such as pesticides and petroleum-based fertilizers, generally object on two grounds ? concerns about the environment and the high cost of the seed and chemicals used in modern farming.

Bill Freese, a science policy analyst for the Washington-based Center for Food Safety, said everyone wants to see things get better for hungry people, but genetically modified plants are more likely to make their developers rich than feed the poor. The seed is too expensive and has a high failure rate, he said. Better ways to increase yields would be increasing the fertility of soil by adding organic matter or combining plants growing in the same field to combat pests, he said.

The biggest problem with those alternatives, Freese said, is the same one that Gates cited in high-tech research: A lack of money for development.

In his 24-page letter, the Microsoft Corp. chairman lamented that more money isn't spent on agriculture research and noted that of the $3 billion spent each year on work on the seven most important crops, only 10 percent focuses on problems in poor countries.

"Given the central role that food plays in human welfare and national stability, it is shocking ? not to mention short-sighted and potentially dangerous ? how little money is spent on agricultural research," he wrote in his letter, calling for wealthier nations to step up.

The Gates Foundation is heavily engaged in political advocacy to get governments to spend more money on agriculture and improve policies on issues such as trade and land ownership. Along with advocacy and seed research, it spends its money on buying and distributing fertilizer, educating farmers and improving their access to world markets.

Gates said most of the seed research paid for by his foundation involves conventional plant breeding. In those cases, DNA research allows scientists to pinpoint which genes are responsible for desirable traits. He compares the work to changes in modern libraries.

"We used to have to use the card catalogue and browse through the books to find the information we needed," he wrote in his letter. "Now, in the same way we know ... the precise page that contains the piece of information we need, we can find out precisely which plant contains what gene conferring a specific characteristic. This will make plant breeding happen at a much faster clip."

But in some cases, researchers have inserted foreign genes, such as with cassava, a plant that when processed makes tapioca. It is a stable in Africa, but has been stricken by two diseases, causing more widespread hunger. Scientists injected genes from the disease-causing viruses into the plant's DNA to create a vaccine-like effect.

While Gates is a strong supporter of such work, he said scientists and government need to proceed with caution.

"I think the right way to think about GMOs is the same way we think about drugs," Gates said in an interview. "Whenever someone creates a new drug, you have to have very smart people looking at lots of trial-based data to make sure the benefits far outweigh any of the dangers.

"You can't be against all drugs, but drugs in general are not safe."

Gates' letter also addressed the foundation's work on combating AIDS and eradicating polio. He noted India recently celebrated its first polio-free anniversary and expressed optimism during an interview that other countries will soon have similar celebrations.

He said good progress is being made toward developing an AIDS vaccine and on AIDS treatment, and he hopes the U.S. will fulfill its pledge to provide $4 billion over three years to The Global Fund for AIDS research. It paid only $1 billion of that pledge in the first year.

Gates expressed in his letter and in person concern that the U.S. and other rich nations continue to support foreign aid during the recession.

"If you ask people should we provide AIDS drugs to people who need them, you get an overwhelming yes. When you ask people, do you believe in foreign aid, you get a very skeptical view," he said. "But the fact is that the biggest single program in foreign aid is providing those AIDS drugs. People need to connect those things."

Experts: Paterno's death won't stop court cases (AP)

PHILADELPHIA ? Joe Paterno would no doubt have made a dramatic courtroom witness. But legal experts said his death will have little or no effect on the criminal or civil cases to come out of the Penn State child-sex scandal.

"Obviously, you're taking away a great deal of the high-profile nature of this case, because it deals with Joe Paterno's football program," said Jeffrey Lindy, a criminal defense lawyer involved in a clergy-abuse case in Philadelphia. "But with regard to the legal impact of his death, there is none."

Paterno died Sunday at 85, two months after former coaching assistant Jerry Sandusky was charged with molesting boys and two university officials were accused of perjury and failing to report child-sex allegations against Sandusky to police.

The criminal case against the two university officials may even become more streamlined without Paterno in the mix.

Former university vice president Gary Schultz and athletic director Tim Curley are charged with failing to report to police what graduate assistant Mike McQueary said he told them in 2002: that McQueary saw Sandusky sexually assaulting a boy in a locker room shower.

McQueary first told Paterno, who said he reported it to Curley and Schultz the next day. The administrators told the grand jury they were never informed that the allegations were sexual in nature.

With Paterno's death, though, a jury is free to focus not on what Paterno knew or did, but on the defendants' actions.

What McQueary told Paterno "was a distraction, and now that that part of the case is really gone, it will focus much more on his interaction not with Paterno, but with the Penn State officials," said Duquesne University law professor Nicholas P. Cafardi.

McQueary is also the more crucial witness in the case against Sandusky, who is charged with abusing 10 boys, at least two of them on the Penn State campus.

Paterno testified for just seven minutes last January before the grand jury. He gave only vague answers ? and was never pressed ? when asked what he knew about anyone accusing Sandusky of molesting boys.

"Without getting into any graphic detail, what did Mr. McQueary tell you he had seen and where?" Paterno was asked, according to the grand jury testimony read in court last month.

"Well, he had seen a person, an older ? not an older, but a mature person who was fondling, whatever you might call it ? I'm not sure what the term would be ? a young boy," Paterno replied.

He was asked if he ever heard of any other allegations against Sandusky, who had been the subject of a lengthy campus police investigation four years earlier after a mother complained Sandusky had showered with her young son at the football complex.

"I do not know of anything else that Jerry would be involved in of that nature, no. I do not know of it," Paterno said, adding, "You did mention ? I think you said something about a rumor. It may have been discussed in my presence, something else about somebody. I don't know."

Paterno's grand jury testimony cannot be used in court, because the defense never had the chance to cross-examine him.

"His passing deprives folks from finding out, directly from his lips, exactly what he knew and when he knew it, and what he did or didn't do. But the reality is, sometimes those things can be proved by other means," said Jeff Anderson, the St. Paul, Minn., lawyer who filed the first civil case against Penn State on behalf of a Sandusky accuser.

It's not unusual for a witness to die or become infirm before trial, especially in child sex-abuse cases, which can take years or even decades to surface. In Philadelphia, prosecutors won the right to question 88-year-old retired Cardinal Anthony Bevilacqua on video last year to preserve his testimony before the spring trial of three priests and a church official. Bevilacqua suffers from dementia and cancer.

Prosecutors never got the chance to preserve Paterno's testimony, given his surprise cancer diagnosis and rapid decline after they filed the charges Nov. 4.

Hitachi to halt domestic production of Wooo LCD and plasma TVs, Mitsubishi to axe optical discs?

Hitachi's line of domestically produced Wooo TVs is coming to an end, now that the manufacturer has confirmed plans to close a major plant in central Japan. In an announcement issued today, Hitachi said it will shutter its factory in Gifu, where some 100,000 LCD and plasma TVs are produced each month. Citing industry-wide price competition as the deciding factor, the company went on to clarify that the facility will shut down by September of this year, and that it will instead be used to manufacture projectors and chips. Hitachi will, however, continue to offer non-Wooo TVs manufactured by non-Japanese contractors. Japan's Asahi Shimbun, meanwhile, is reporting that Mitsubishi has decided to terminate domestic production of DVDs and Blu-Rays, due to declining sales of each. From now on, optical disc manufacturing will instead be outsourced to partner companies in India and Taiwan. For more details, check out the post-break press release.

'Jersey Shore': Mike Depressed When Pauly Gets More Birthday Attention Than Him (VIDEO)

This week, the rest of the house learned that Vinny was gone -- Pauly D was there when he left last week -- on "Jersey Shore" (Thu., 10 p.m. EST on MTV), as they were out partying when he slipped out to get his head straight. They paid tribute to their fallen comrade in their own unique ways, and then revved up to prepare for the double-birthday weekend.

Mike's birthday is July 4, followed by Pauly D's on the next day. But as the weekend progressed, Mike wasn't feeling the love from anyone. It was a little silly of him to get upset when Pauly's family surprised him for his birthday. "I'm definitely very agitated right now," he said about dinner with Pauly's family. Experimental Drug Might Help Some a Bit With Colon Cancer (HealthDay)

TUESDAY, Jan. 17 (HealthDay News) -- The experimental cancer drug regorafenib appears to extend survival slightly in patients with metastatic colorectal cancer, a new trial indicates.

Regorafenib is a so-called multikinase inhibitor, which targets several of the ways cancer develops and grows, researchers said.

"The drug was tested on patients with metastatic colorectal cancer who had progressed after standard therapies, meaning they had no treatment options available," lead researcher Dr. Axel Grothey, a professor of oncology at the Mayo Clinic, said during a noon press conference at the Gastrointestinal Cancers Symposium in San Francisco on Tuesday.

The drug is designed to stop tumor progression, both by preventing cancer cells from growing and by preventing these cells from developing the blood vessels needed to keep them alive, the researchers explained.

In the trial, more than 700 patients with metastatic colon cancer were randomly selected to receive regorafenib or placebo.

In addition, all patients received care to treat symptoms, but not to change the course of the disease, the researchers noted.

Treatment included antibiotics to fight infections, painkillers and corticosteroids.

The investigators found that patients taking regorafenib survived an average of 6.4 months, compared with five months for those receiving a placebo -- an increase in survival of 29 percent.

In addition, 44 percent of the patients taking regorafenib responded to the drug or had their cancer slowed, compared with 15 percent of the patients receiving placebo, they reported.

Based on these findings, the trial was stopped in October so that all patients could be offered the drug.

The trial was funded by the maker of regorafenib, Bayer HealthCare Pharmaceuticals.

"The drug helped patients live longer," said Dr. Len Lichtenfeld, deputy chief medical officer for the American Cancer Society. "But you have to keep in mind that these patients had advanced disease."

And, the gains were modest, he added. "Patients who got the drug lived about one month longer. Unfortunately, the difference between the groups in the time it took for the disease to get worse was small -- about six days," he said.

Lichtenfeld thinks that using the drug earlier in treatment might have more impact. "But not every drug, when moved earlier in the course of the disease, is necessarily proven to be effective," he cautioned.

Grothey noted regorafenib is being tested in a phase 2 trial in patients with earlier stage colorectal cancer, in hopes that the results will be even more dramatic.

Research presented at medical meetings should be viewed as preliminary until published in a peer-reviewed medical journal.

Feds grant 1-year extension on birth control rule

(AP) ? In an election-year decision certain to disappoint religious conservatives, the Obama administration announced Friday that church-affiliated institutions will get only one additional year to meet a new rule to cover birth control free of charge.

Friday's announcement by Health and Human Services Secretary Kathleen Sebelius does not apply to houses of worship. Churches, synagogues, mosques and other places of worship were already exempt from the birth control coverage rule.

But in many cases, other religious-affiliated employers such as hospitals and universities traditionally have not provided any birth control coverage for their employees. They were seeking a broader exemption that would allow them to continue that practice.

The new rule is part of a package of improved preventive services for women under President Barack Obama's health care overhaul. Birth control is on a list of services that most workplace health plans will have to cover free of charge to employees.

Instead, the one-year extension applies to nonprofit institutions such as church-affiliated hospitals, universities and social service organizations. They will now have until August 1, 2013, to comply. Because of the way health insurance plans work, their employees will not have access to the new coverage until January 1, 2014, in most cases.

Birth control use is virtually universal in the United States, and most employer health plans already cover it, usually with copays for employees. Last year, an advisory panel from the prestigious Institute of Medicine recommended that the government require birth control coverage as preventive care under Obama's law, meaning it would become available free of charge.

Sebelius quickly agreed, issuing a new federal regulation.

But religious groups complained that a conscience exemption included in that rule was too narrowly written. Catholic hospitals, which defied the bishops to support passage of Obama's health care law in Congress, were among those who objected.

Sebelius said her decision Friday was carefully considered.

"I believe this proposal strikes the appropriate balance between respecting religious freedom and increasing access to important preventive services," Sebelius said in a statement.

Nonetheless, conservatives in Congress are already pursuing legislation to try to block the regulation. And Republican presidential candidates say they would derail it also, by repealing the health care law if elected.

For most American women, the birth control coverage requirement will take effect sooner. Employer health plans in most cases have to comply by August of this year. Because of the time involved in adding new coverage, that means the majority of women will be able to receive free birth control coverage starting January 1, 2013.

MILAN (AP) -AC Milan forward Alexandre Pato will be out for three to four weeks after the latest in a series of muscle injuries.

Pato scored in extra time to give Milan a 2-1 win over Novara and put his team into the Italian Cup quarterfinals Wednesday but then exited four minutes from time grasping his left thigh.

Milan announced late Thursday that Pato has a mild left thigh muscle tear, saying he will be out "three to four weeks, barring complications."

Pato already missed the start of this season due to a muscle problem, and his entire career with Milan has been marked by similar injuries.

Meanwhile, Milan announced it has signed Djamel Mesbah from Lecce and given the Algerian midfielder a contract through 2016.

Angola denies $32 billion missing in state funds (Reuters)

LISBON (Reuters) ? Angola's government has denied a report by Human Rights Watch suggesting that $32 billion are missing from state funds thought to be linked to the state oil company Sonangol, state news agency Angop reported on Tuesday.

The New York-based watchdog on December 20 urged the government to account for missing funds spent or transferred from 2007 through 2010, citing an International Monetary Fund report revealing that funds were not properly documented in the budget.

Angop cited a statement from the government saying it denies the funds are missing.

Angola is Africa's second-largest oil producer after Nigeria. President Jose Eduardo dos Santos' government has long been accused of mismanaging oil revenues and doing too little to fight graft in a country in which an estimated two-thirds of a population of 18 million live on less than $2 per day.

Angop said that the government admitted there was a discrepancy in accounts but believed this was a result of insufficient records.

Oil revenues represent over 95 percent of the country's export income and around 45 percent of gross domestic product.

Human Rights Watch said in its December report that the missing funds raised serious questions about the government's efforts to increase transparency.

The rights group on Monday published on its website a letter it sent to Angola's Finance Minister Carlos Alberto Lopes urging the administration to account for the funds.

Angop said the government had started a full clarification of the discrepancy with the IMF. A working group had been set up to present fiscal, monetary, foreign exchange and balance of payments statistics in coordination with the fund, it said.

"The government laments the sensationalism with which this matter was approached by some news organizations," Angop quoted the government as saying in the statement.

"The speculation and accusations of an alleged disappearance of missing funds are part of habitual campaigns from some sectors in their desperate attempt to discredit Angola's leaders and institutions."

Markets shrug off S&P downgrades, focus on Greece (AP)

LONDON ? European markets responded calmly to Standard & Poor's decision to cut the credit ratings of a number of euro countries as France managed to tap bond market investors Monday despite the loss of its cherished triple-A rating.

The downgrades, which were based on concerns over Europe's ability to handle its two-year debt crisis and the lack of economic growth, had been anticipated for weeks so the market impact was muted, especially since the U.S. is on holiday for Martin Luther King Jr. Day.

Europe is set to remain the focus of attention all week as a number of bond auctions are due and Greece tries to clinch a debt deal with its private creditors. Last October, Greece's partners in the eurozone sanctioned a deal whereby Greece's creditors agree to take a cut in the value of their Greek bond holdings to help lighten the country's debt burden.

The deal with private investors, known as the Private Sector Involvement, or PSI, aims to reduce Greece's debt by euro100 billion ($126.5 billion) by swapping private creditors' bonds for new ones with a lower value. It is a key part of a euro130 billion international bailout, the second one for Greece.

It is expected that talks on the PSI will resume this coming week after being abandoned last Friday.

On Tuesday, representatives of Greece's creditors ? the European Union, the European Central Bank and the International Monetary Fund ? will visit Greece for yet another round of inspections of its efforts at fiscal and structural reform and negotiations for the next tranche of money, the seventh, from the first bailout.

Without a deal with its private creditors, Greece has been told it won't get the seventh tranche. Without that, Greece would be unable to pay a big bond redemption in March and face the prospect of defaulting on its debts, potentially triggering more mayhem in financial markets.

Gary Jenkins, a director of Swordfish Research, reckons the Greek debt restructuring poses more risks to the markets in the short-term than S&P's decision to strip France of its cherished triple A credit rating or to downgrade eight other euro countries, including Italy.

"The progress or otherwise of these negotiations will probably dictate how the market trades over the next few weeks," said Jenkins.

Greece's Prime Minister Lucas Papademos insisted in an interview with CNBC that a deal will be hammered out.

"Some further reflection is necessary on how to put all the elements together," he said. "So as you know, there is a little pause in these discussions. But I'm confident that they will continue and we will reach an agreement that is mutually acceptable in time."

While investors awaited developments, markets were trading modestly higher especially after France easily sold short-term debt to investors in the first auction since Standard & Poor's stripped the country of its top tier rating.

Meanwhile, there was further good news in the bond markets as yield on France's ten-year bonds was falling back toward the 3 percent mark, which is well within what is considered manageable.

In stock markets, France's CAC-40 closed 0.9 percent higher at 3,225 while Germany's DAX rose 1.3 percent to 6,220.01. The FTSE 100 index of leading British shares ended 0.4 percent higher at 5,657.44.

The euro was also steady, up 0.2 percent at $1.2675. On Friday, it had fallen to a 17-month dollar low of $1.2623 as speculation swirled in the markets of S&P's downgrades.

Earlier in Asia, markets responded more negatively to the S&P downgrades, which were confirmed after U.S. and European markets had closed on Friday. Asian markets had already closed by the time speculation of the downgrades emerged.

Japan's Nikkei 225 index slid 1.4 percent to close at 8,378.36 and Hong Kong's Hang Seng lost 1 percent at 19,021.20. South Korea's Kospi dropped 0.9 percent to 1,859.25.

In mainland China, the Shanghai Composite Index lost 1.7 percent to 2,206.19, while the smaller Shenzhen Composite Index dropped 3.3 percent to 818.17. Almost 70 companies plunged the daily limit of 10 percent.

In the oil markets, traders are fretting over simmering tensions in the Middle East and Nigeria ? benchmark oil rose $1 to $99.70 per barrel in electronic trading on the New York Mercantile Exchange.

(AP) ? Israel has stripped Palestinian President Mahmoud Abbas of VIP status and given him a watered-down travel permit that is valid for just two months, Palestinian officials charged Sunday.

The officials said that Abbas complained about the permit at an internal meeting of his Fatah Party last week.

In a speech, Abbas said the new permit, similar to those required for Palestinian laborers entering Israel, was a reflection of Israel's continued control over the Palestinians, and suggested that Israel was trying to punish him for applying for Palestinian membership in the United Nations.

The officials spoke on condition of anonymity Sunday because they were not allowed to brief reporters.

Maj. Guy Inbar, a spokesman for the Israeli agency that issues travel documents to Palestinians, said there has been no change in policy. He said the permit was the result of a technical glitch that should be resolved soon.

"Freedom of movement ... remains exactly the same as it was," Inbar said. "I deny all claims of changes in travel passes of Palestinian officials," he said. "There is no change in position or policy regarding the travel passes of Palestinian officials."

The VIP permit allowed Abbas to travel whenever and wherever he wanted. Palestinian officials acknowledged the new permit has not prevented Abbas, a frequent traveler to world capitals, from moving in and out of the West Bank. On Sunday, Abbas flew to London for talks with British leaders.

Dozens of local Facebook users spread what appeared to be a copy of Abbas' travel permit, in many cases with sarcastic comments about Abbas' weakness. "See you at the checkpoint," wrote one user, identified as Nidal Ahmed.

Adnan Dmiri, spokesman for the Palestinian security forces, said dozens of Palestinian officials have lost VIP cards since the middle of last year ? shortly before Abbas' appeal to the United Nations in September. Israel bitterly opposed the U.N. gambit, saying the Palestinians should be admitted to the world body only as part of a negotiated peace agreement.

"We believe that Israel is using all means to pressure the Palestinian Authority to step away from its political path of resorting to the international community," Dmiri said.

Israeli-Palestinian peace talks have been stalled for more than three years over the issue of Israeli settlement construction in the West Bank and east Jerusalem.

Early this month, the chief negotiators from the two sides began meeting again in hopes of finding a formula for the formal resumption of talks.

Former Mississippi Gov. Haley Barbour defended his mass pardon of over 200 current and former convicts, quoting the Christian principle of redemption enshrined in Southern law and tradition.

Given the disproportionate number of executions in the South, it's safe to argue that the region leads the nation when it comes to tough justice. But as former Mississippi Gov. Haley Barbour showed this week by pardoning over 200 current and former convicts, including 41 convicted of violent crimes like murder and rape, the region also stands out for its Christian trust in the idea of redemption.

The breadth of the pardons, which included a number of notable convicts like Brett Favre's brother, Ernest Favre, and convicted Jackson socialite Karen Irby, shocked and angered many Mississippians, including its chief prosecutor, Attorney General Jim Hood, who believes many of the pardons were unlawful and is seeking to have many of them revoked.

President Bill Clinton, who pardoned 140 people, including the convicted financier Mark Rich, upon leaving the White House in 2001, embodied that principle, gleaned from his days as the governor of Arkansas. Combined with enduring ?trusty? systems that allow rehabilitated convicts to work at state governors' mansions, Southern states, perhaps in part because they tend to have larger per capita prison populations than states in other regions, also rely more heavily on executive clemencies and pardons.

But in defending the pardons this week, Mr. Barbour, a popular two-term governor and one-time presidential aspirant, also cited his Christian upbringing and early life experience watching a rehabilitated convict care for his disabled grandfather as the reasons why he remained ?totally at peace? with his decision, noting that he would allow any of those he pardoned to play with his grandchildren.

?Christianity teaches us forgiveness and second chances,? Barbour said at a press conference Friday in Jackson, Miss. ?I believe in second chances, and I try hard to be forgiving. The historic power of gubernatorial clemency by the Governor to pardon felons is rooted in the Christian idea of giving second chances.?

Georgia, South Carolina, Alabama, Arkansas and even Texas have long traditions of using clemency and pardon as a judicial safety valve. Gov. Rick Perry of Texas, for example, has a more generous pardon record than his rival for the presidency, former Massachusetts Gov. Mitt Romney, who has boasted on the campaign trail that he's never pardoned a single inmate.

Simulation suggests extra spatial directions failed to thrive

A simulation of the early universe using string theory may explain why space has three observable spatial dimensions instead of nine.

The leading mathematical explanation of physics goes beyond modern particle theory by positing tiny bits of vibrating string as the fundamental basis of matter and forces. String theory also requires that the universe have six or more spatial dimensions in addition to the ones observed in everyday life. Explaining how those extra dimensions are hidden is a central challenge for string theorists.

?This new paper demonstrates, for the first time, that our 3-D space appears naturally ? from the 9-D space that string theory originally has,? says Jun Nishimura of the High Energy Accelerator Research Organization in Tsukuba, Japan. He and his colleagues will publish their findings in an upcoming issue of Physical Review Letters.

In the simulation, the universe starts off as a tiny blob of strings that is symmetric in nine different dimensions. As the strings interact, a random energy fluctuation ? provided by the quantum laws that govern these small scales ? breaks the symmetry. Three dimensions balloon outward, leaving the other six stunted at a billionth of a trillionth of a trillionth of a centimeter, far too small to be detected.

Applying string theory to the beginning of the universe in this way has long proven difficult. That?s because the math included in traditional versions of the theory can be solved only when strings interact weakly at low temperatures, not in the seething maelstrom that existed moments after the Big Bang.

To tackle the extreme energies of the Big Bang, Nishimura and his team had to recast one version of string theory, called IIB, as grids of equations that could be fed into a supercomputer. Limited by the power of this computer, the researchers could track the interactions of no more than 32 strings for the first split second of history.

For some physicists, this way of approximating string theory is too oversimplified to be believable. ?Frameworks like the one they're using ? lack a lot of other stuff that goes into trying to make a realistic model,? says Shamit Kachru, a theoretical physicist at Stanford University.

To prove the usefulness of the new approach, Nishimura?s team will need to study times much later in the universe?s history, comparing their results against real observations of how matter is distributed across the universe.
